Abstract

The article analyzes the “structural inflation” of the presidential cabinets of the Argentine Republic between 2003 and 2020, through the study of the units in charge of higher authorities (UAS) (ministries, Chief of Cabinet, Presidential Secretariats, secretariats and sub-secretariats) of the Centralized Administration (N=1132). The analysis shows that: 1. the most visible “ministerial inflation” (91%) masked a higher “structural inflation” (141%); 2. structural inflation did not stop at the end of the post-2001 cycle, it did not vary with the political sign of the President or with changes in management objectives; 3. the only reduction of the structure undertaken in 2018 by Macri through the elimination of 50% of ministries, had an impact of only 11.5%; 4. the hierarchies among UAS were changing in each administration, but in the long term the importance of those closest to the president (the Secretaries of the Presidency and the Chief of Staff) and the diversification and hierarchization of the economic UAS are noticeable; 5. during the whole period the areas of political-institutional management predominated over the others, in parallel to the growth of the economic-productive areas and the (chronic) lower hierarchy of the social areas.
